A new Framework Cooperation Plan for the period 2023-2027.

Morocco has reached a significant milestone in its commitment to sustainable development with the enhanced support of the United Nations System in Morocco (UNSD). The cooperation between Morocco and the UN has been materialized through the signing of a new Framework Cooperation Plan for the period 2023-2027, succeeding the previous Framework Plan covering the period 2017-2022.

The fundamental axes of the Framework Cooperation Plan

This new Framework Cooperation Plan revolves around six fundamental axes that lie at the core of the country's development priorities. These axes are democratic governance and advanced regionalization, sustainable inclusive development, health, education, economic inclusion and the reduction of inequalities and vulnerabilities, as well as inclusive, integrated, and sustainable rural development. The UNDS report also encompasses partnerships and financing for the 2030 Agenda, thereby demonstrating the joint commitment towards the Sustainable Development Goals by the year 2030.

A plan elaborated in consultation with the government

En mars 2023, le Maroc a signé ce nouveau Plan-cadre de coopération des Nations Unies, fruit d’une collaboration étroite entre le gouvernement marocain et l’ONU. Il s’inscrit dans la nouvelle génération de Plans-cadres pour le développement durable, en cohérence avec la réforme des Nations Unies de 2019. Ce plan a été élaboré dans le respect des objectifs stratégiques définis par le Nouveau modèle de développement marocain, et avec la détermination commune de reconstruire de manière plus solidaire et résiliente après la pandémie de Covid-19.

The ambitious objectives of the new Framework Plan

Nathalie Fustier, the Resident Coordinator of the United Nations System in Morocco, emphasizes the ambition of this new Framework Cooperation Plan, which aims to support and accelerate Morocco's efforts to achieve the Sustainable Development Goals, ensuring that no one is left behind. The plan also commits to taking concrete actions in favor of the most vulnerable, thus placing a strong emphasis on social inclusion.

Support for inclusive education

Among the concrete actions carried out by the UN System in Morocco (SNUD), education and health have been key areas of intervention. Regarding education, the SNUD has provided essential support to the Ministry of Education, Preschool, and Sports, as well as to NGOs, for the integration of unaccompanied and separated children into the formal and non-formal education system.

Promoting the retention of girls in rural areas in schools

To encourage the retention of girls in rural areas in schools, a pilot model was developed in eight municipalities across two regions, with the aim of expanding this initiative. Families were sensitized to the importance of girls' education and the fight against child marriage. Thanks to these efforts, over 2,000 girls successfully transitioned from primary to secondary school, and 1,300 girls and boys were able to access second-chance schools and receive training on social entrepreneurship.

Improvement of access to healthcare

In the field of health, the UN System in Morocco (SNUD) has focused on managing non-communicable diseases in primary healthcare facilities by developing monitoring indicators. Additionally, a palliative care project was implemented in four provinces, involving the training of a group of healthcare professionals. The SNUD also contributed to the development of standards for hemato-oncology centers and assessed medical and paramedical practices for the management of childhood cancers.

A sustainable future through cooperation with the United Nations

These concrete actions demonstrate the strong commitment of the United Nations System towards sustainable development in Morocco. Through a collaborative approach with the government, NGOs, and other local stakeholders, UNDS is working towards an inclusive, educational, and healthy future for all Moroccan citizens.
